Fusion:
To make your text glow...
Type whatever you want, then go on your layer palete, Right click the layer where you text is, go to 'Blending Options'
Check which ever you want, Inner Glow, or Outer Glow.
Click on the Inner Glow or the Outer glow on the Blending Options window, and change the color of the glow, the opactiy ect.
To make a boarder...
Go to Blending Options again, then go to the very last section where is says 'Stroke' that will make a somewhat of a boarder around your text.

Edit->Fill->Change Use box to pattern.
Choose the scanlines pattern in the box below and press OK
(You can also do that with the selection feathered)

You need Tech Brushes for it, just download a pack or so from a website, you can just basically google it and they have lots of brushes.

Then it is hard to find ones that are the same size as you signature...
